Colin Peppard joins Fengate as Director, Infrastructure Investments

Fengate Asset Management (Fengate) is pleased to welcome Colin Peppard to our senior professional team. Colin joins Fengate as Director, Infrastructure Investments. Based in Los Angeles, Colin is responsible for business development, P3 partnering and project development in the Western U.S., with a focus on California.

Colin is an accomplished infrastructure, P3 and transportation leader, with more than eighteen years of experience managing programs and policy initiatives to develop and invest in both public infrastructure and operational projects. Prior to joining Fengate, he was Senior Director, Public-Private Partnerships and Innovation, for LA Metro, the transportation agency serving the 10 million residents of Los Angeles County, where he oversaw the agency’s public-private partnership program. In this role he directed the evaluation and development of complex, multibillion-dollar capital projects, including the first-of-its-kind Sepulveda Transit Corridor P3 Predevelopment Agreement. He also developed a unique program to test and integrate emerging technologies, new mobility approaches, and innovative partnership models into Metro’s portfolio.

Prior to LA Metro, Colin’s served as a senior policy advisor and legislative aide for United States Senator Thomas R. Carper, of Delaware, where he oversaw policy development and legislative strategy, and helped to negotiate two federal transportation bills, with a lead role in drafting several provisions to facilitate public infrastructure financing.

Fengate has been investing in and developing infrastructure since 2006, with a focus on P3, contracted power and contracted utilities. Recent projects include the Consolidated Rent-a-Car Center (ConRAC) at Los Angeles International Airport, the largest facility of its kind and winner of the ARTBA Innovation P3 Project of the Year (2019); the Prince George’s County Public Schools multi-school delivery program, the first of its kind in the U.S. market; and the ConRAC facility at Newark Liberty International Airport, winner of the IJGlobal North America Airports Deal of the Year (2019).
