Colin Peppard is a senior member of the Fengate infrastructure investments team and is responsible for P3 partnering and project development in the Western U.S., with a focus on California. He focuses on a range of infrastructure types, including surface transportation, water systems, and civic buildings.
Prior to joining Fengate in 2021, Colin served as Senior Director, P3 and Innovation, at LA Metro, the transportation agency serving the 10 million residents of Los Angeles County, where he oversaw the agency’s public-private partnership program, directing the evaluation and development of complex, multibillion-dollar capital projects. He also worked to test and integrate emerging technologies, new mobility approaches, and innovative partnership models into Metro’s portfolio.
Previously, Colin served as a policy advisor and senior legislative aide for United States Senator Thomas R. Carper, of Delaware, the current Chair of the U.S. Senate Committee on Environment and Public Works. In this role, Colin oversaw policy development and legislative strategy to support the Senator’s work on a range of federal legislation.
Colin is a graduate of the University of Virginia with a degree in Environmental Thought and Practice.
