Bianca Steer is the Head of Public-Private Partnerships (P3) at Fengate responsible for the origination, structuring, and execution of P3 transactions on behalf of its infrastructure funds.

For more than 20 years, Bianca has delivered essential public infrastructure projects for all levels of government, creating lasting value for both communities and investors. She is committed to fostering strong public private collaboration and advancing projects that support economic growth, sustainability, and workforce development.

Prior to joining Fengate, Bianca worked for Plenary Americas and Capella Capital Lend Lease focused on some of the most complex P3 transactions across origination, design, construction and operations. 

Bianca holds a Master of Business Administration from the Australian National University and a Bachelor of Science in Business Administration, specializing in Finance, from the University of Tennessee (Knoxville).
