Lou Serafini moderates high-profile panel discussion at CCPPP’s “For Sowing the Seed: The Future of Public-Private Partnerships in Manitoba”


Lou and Joe at CCPPP panelThis week, the Canadian Council for Public-Private Partnerships presented an important and timely conference, “For Sowing the Seed: The Future of Public-Private Partnerships in Manitoba,” at the Fort Garry Hotel in Winnipeg. Lou Serafini Jr., Fengate’s President and CEO, acted as moderator for an onstage panel discussion featuring Joseph S. Mancinelli, International Vice President and Regional Manager, Labourers’ International Union of North America (LiUNA), Sean Barnes, Vice President and District Manager, PCL Constructors Canada Inc. and Henry Borger, President, Borland Construction Inc. This experienced panel discussed the value local companies and labour bring to the public-private partnership (P3) process; the potential P3 pipeline in Manitoba and how regional contractors could get involved; and the procurement process and lessons learned from other jurisdictions.

The conference featured three panel discussions as well as a keynote address from the Honourable Brian Pallister, Premier of Manitoba, who announced the Manitoba government’s decision to issue a request for proposals to develop a P3 business case and financial advisory services to construct four new schools with a total value of more than $100 million, and remarks from His Worship Brian Bowman, Mayor of Winnipeg.
